Most managers don't have an accountability problem. They have a follow-up problem, and someone usually sold them software for it. Now they chase people through a dashboard instead of chasing them by email. Same job, more clicks.

The system I mean is duller and cheaper than that. Who owns this. What done looks like. What happens the first time it doesn't happen. Get those three wrong and no amount of tracking saves you, which is why the tracking gets bought again next year.

What usually went wrong is less interesting than a culture problem. The expectation was never clear. Nobody said out loud who owned it. Then it slipped, and the manager either let it go or came down hard, and after a few rounds of that it stops being about the work and becomes about them personally. Then somebody commissions a survey.

There's a regulatory edge to this that many people haven't joined up yet. Vague accountability is poor role clarity. Role clarity is a psychosocial hazard, you're expected to control it, and a wellbeing app doesn't.
